Google, Samsung unveil new version of Chromebook

SAN FRANCISCO (AP) ? Google will try to win more converts to a computer operating system revolving around its popular Chrome Web browser with a new wave of lightweight laptops built by Samsung Electronics.

Tuesday's release of the next-generation Chromebooks will give Google and Samsung another opportunity to persuade consumers and businesses to buy an unconventional computer instead of machines running on familiar software by industry pioneers Microsoft Corp. and Apple Inc.

Unlike most computers, Google's Chromebooks don't have a hard drive. They function like terminals dependent on an Internet connection. The laptops come with 16 gigabytes of flash memory ? the kind found in smartphones, tablet computers and some iPods. Two USB ports allow external hard drives and other devices to be plugged into the machines.

Chromebooks haven't made much of a dent in the market since their debut a year ago. In that time, more people have been embracing Apple's iPad and other tablet computers ? a factor that has contributed to a slowdown in sales of personal computers.

The cool reception to Chromebooks has raised questions about whether Google misjudged the demand for computers designed to quickly connect to its dominant Internet search engine and ever-expanding stable of other online services, ranging from email to a recently introduced file-storage system called Drive.

Google says it always intended to take things slowly with the Chromebooks to give its engineers time to understand the shortcomings of the machines and make the necessary improvements.

"This release is a big step in the journey to bringing (Chromebooks) to the mainstream," said Sundar Pichai, Google's senior vice president of Chrome and apps

The upgraded laptop, called "Series 5 550," is supposed to run two-and-half times faster the original machines, and boasts higher-definition video. Google also added features that will enable users to edit documents offline, read more content created in widely used Microsoft applications such as Word and Excel, and retrieve material from another computer at home or office. More emphasis is being placed on Chrome's Web store, which features more than 50,000 applications.

The price: $449 for models that only connect to the Internet through Wi-Fi and $549 for a machine that connects on a 3G network. Samsung's original Chromebooks started out with prices ranging from $429 to $499. Like the original Chromebooks, the next-generation machines feature a 12.1-inch screen display and run on an Intel processor.

Google and Samsung also are introducing a "Chromebox" that can be plugged into a display monitor to create the equivalent of desktop computer. The box will sell for $329.

The latest Chromebook and new Chromebox will be available online only, beginning in the U.S. Tuesday followed by a Wednesday release in the United Kingdom. The products will go on sale in brick-and-mortar stores for the first time in still-to-be-determined Best Buy locations next month.

The expansion beyond Internet-only sales signals Google's determination to attract a mass audience to its Chromebooks, just as it's done with smartphones running on its Android software. More than 300 million mobile devices have been activated on Android since the software's 2008 release.

Without providing specifics, Pichai said several other computer manufacturers will release Chromebooks later this year. Google plans to back the expanded line of Chromebooks with a marketing blitz during the holiday shopping season in November and December.

One reason Google is confident Chromebooks will eventually catch on is because the Chrome Web browser has attracted so many fans in less than four years on the market. The company says more than 200 million people worldwide currently are using the Chrome browser.

Like other laptop and desktop computers, the Chromebooks will have to contend with the accelerating shift to the iPad and other tablets. The iPad 2, an older version of Apple's tablet line, sells for as little as $399, undercutting the new Chromebook. Other low-cost tablets are expected to hit the market later this year. One of them might even be made by Motorola Mobility, a device maker that Google bought for $12.5 billion earlier this month. Google so far hasn't commented on Motorola's future plans for the tablet market.

The new Chromebooks also are hitting the market at a time when some prospective computer buyers may be delaying purchases until they can check out machines running on Windows 8, a makeover of Microsoft's operating system that is expected to be released in September or October. Microsoft designed Windows 8 so it can be controlled through touch as well as keyboards. That versatility is expected to inspire the creation of hybrid machines that are part laptop, part tablet.

Our IT head honcho had some post-test concerns, as well. What if the people in the test forgot the simulation was finished and clicked on a "real" malicious message, thinking it was one of the PhishGuru tests? IT would have to deal with the cleanup.

Wombat assured me that it was possible to test across multiple domains, so we toyed with the idea of using personal email addresses, like the ones on Gmail, Hotmail, and Yahoo! Mail. However, I was concerned the test messages may get trapped by the spam filters on various Webmail services.

In the end, I wound up setting up a basic mail server by installing Postfix on an Amazon EC2 instance and created ten user accounts.

An administrator could tell, for example, if the HR group was doing better or worse than Marketing in detecting phishing mail.

I went through the five-step process, deciding the users who should receive the phishing emails, selecting the type of email I would like to use, picking an email template and customizing it, choosing and customizing the training material to display, and scheduling when the messages will be sent. "I'd be very surprised if there are any surprises" in Tuesday's census data, McGill University economist Christopher Ragan told Postmedia News. "The demographic trends have been known for a long time."

Earlier this year, Ragan authored a study for the Macdonald-Laurier Institute ? an Ottawa-based public-policy think-tank ? titled Canada's Looming Fiscal Squeeze, and which highlighted "the rising share of national income to be devoted to publicly provided health care and seniors' benefits, and the increase in public debt that will occur if future governments do not adjust their spending programs or tax rates."

Many of the key issues now being debated by Canada's federal parties are "driven by demographics," said Ragan, who is also the David Dodge Chair in Monetary Policy at the C.D. Howe Institute.

He points to the Conservative government's plan to "curb the growth rate of health transfers to provinces" as a direct response to greying of Canada. The recent uproar over planned changes to employment insurance, Ragan notes, is at least partly bound up in labour shortages shaped by demographic forces.

"Their decision to adjust the OAS retirement age is fundamentally driven by demographics," said Ragan. "One can agree or disagree with the policy moves, but demographics was playing a very important role in those policy decisions. And I think it's going to play an important role in our immigration policy."

The numbers underlying the now-familiar analysis tell the tale.

For example, in 1921, Canada had just 420,000 people aged 65 and older, compared with about three million children aged 14 and younger. By 1965, at the tail-end of a huge post-war bulge in births, Canada had about 1.4 million seniors and 6.2 million children.

By the start of this century, the number of senior citizens had shot up to about four million while the number of children was holding steady at around 5.5 million. The trend lines suggest the number of seniors in Canada's population will surpass the number of children ? for the first time in the country's history ? within the next few years.

A major impact from this massive demographic shift will be felt in the health care system, said Ragan. The cost of meeting Canadians' medical needs will rise sharply ? largely because of the aging population ? from about eight per cent of gross domestic product to about 11.5 per cent between 2015 and 2040, according to OECD projections.

"It's not the end of the fiscal world, but it's a big change," said Ragan. "It's going to happen over 25 years, so we've certainly got time to adjust. And we have all kinds of choices in terms of how we adjust. We can adjust by trying to improve the efficiency of health care system. We can adjust by raising taxes. We can adjust by reducing spending on other things. But the thing we can't do - or I would argue should not do - is nothing."

Iran may seek "tactical gain" with U.N. nuclear deal

VIENNA (Reuters) - Iran and the U.N. nuclear watchdog are making headway towards a framework deal on how to tackle concerns about its atomic activity, diplomats say, a potential bargaining chip for Tehran in next week's negotiations with world powers.

Iran says such an agreement is needed before it can consider a request by U.N. inspectors to visit the Parchin military site where they believe explosives tests relevant for developing nuclear weapons may have been carried out.

The International Atomic Energy Agency (IAEA) and Iran held talks this week in Vienna and are due to meet again on May 21, two days before Tehran and the six global powers discuss the future of its disputed nuclear program in Baghdad.

Western diplomats accredited to the U.N. agency said Iran seemed keen to agree a so-called "structured approach" - an outline of how to address the IAEA's questions - ahead of Baghdad in the apparent hope of gaining leverage there.

They say they would welcome any sign that Iran is prepared to stop four years of stonewalling an IAEA investigation based on Western intelligence suggesting the Islamic state has researched ways to acquire the ability to produce nuclear bombs.

But they caution that it remains to be seen whether an understanding with the U.N. agency is implemented in practice, saying Iran in the past has used procedural haggling as a way to buy more time as its nuclear program advances.

"There are still some outstanding issues but there is a possibility an agreement is reached on Monday," one Western diplomat said. It would be "a step forward on the process side," he said, suggesting it would signal real progress "if it gets us to where we can finally address substance."

He said it would be a relatively brief document on the scope and principles of how to pursue talks regarding possible military dimensions to Iran's nuclear program: "No real details. Just a precursor to starting to ask real questions."

The U.N. nuclear watchdog, tasked with preventing the spread of nuclear weaponry in the world, has made it clear it will only sign up to something that would enable it to carry out its investigation without restrictions, and not "tie our hands".

Two previous rounds of talks in Tehran early this year failed to make any notable progress. But both sides were more upbeat after the May 14-15 meeting in the Austrian capital, raising hopes of a possible outcome when talks resume on Monday.

A non-Western envoy said: "Progress has been made. My impression is that both sides have the willingness to move forward."

Iran denies having a covert atomic bomb agenda, saying it is enriching uranium only for a future network of civilian nuclear power stations and a medical isotope reactor.

NUCLEAR "PLEA-BARGAIN"

Analyst Ali Vaez forecast a deal between the U.N. nuclear agency and Iran which could be both "substantive and symbolic" but the final resolution of the IAEA's outstanding issues would depend on the outcome of higher-level diplomacy.

"For Iran, a tactical gain in Vienna can potentially become a strategic gain in Baghdad. Cooperation with the IAEA will put Iran one step ahead" of the six powers in the Iraqi capital, said Vaez, of the International Crisis Group think-tank.

But Iranian expectations of getting something in return for cooperating with the IAEA may be disappointed as any scaling back of sanctions would take an "incredible amount of time," said analyst Gala Riani of Control Risks, a consultancy.

"We would need much more significant moves by Iran."

The West's main goal in Baghdad is to get Iran to stop the higher-grade uranium enrichment it started two years ago and has since expanded, shortening the time needed for any weapons bid. Iran says it needs the uranium enriched to a fissile concentration of 20 percent for its medical research reactor.

Enriched uranium can be used to fuel nuclear power plants if refined to low levels, Iran's stated aim, or provide the core of a nuclear bomb if processed to the 90 percent level - which the West fears is the Islamic Republic's latent purpose.

Iran and the powers involved in nuclear diplomacy - the United States, Russia, China, Britain, France and Germany - revived negotiations in Istanbul last month after a 15-month hiatus during which the West sharpened sanctions to an unprecedented degree - targeting Iran's oil trade and banks.

The resumption of diplomacy offers a chance to defuse that tension as well as worries about a new Middle East war.

Israel, widely thought to have the Middle East's only nuclear arsenal and convinced a nuclear Iran would pose a mortal threat, has - like the United States - not ruled out air strikes to stop Iran's atomic progress if it deems diplomacy has failed.

Making clear his doubts about the prospects for diplomacy, Israeli Prime Minister Benjamin Netanyahu said Iran was likely to use the talks with world powers to buy time.

"It looks as though they see the talks as another opportunity to delay and deceive," he told reporters in Prague. "Iran is very good in playing this kind of chess game."

The IAEA wants Iran to address issues raised by an agency report last year that revealed intelligence pointing to past and possibly ongoing activity in Iran of use in developing the means and technologies needed to build atom arms.

Iran says the intelligence is fabricated, but the U.N. agency says its inspectors need access to sites, documents and officials to reach credible conclusions in its inquiry.

The IAEA's priority is Parchin, where its report found that Iran had built a large containment vessel over a decade ago to conduct high-explosives tests that the U.N. agency said were "strong indicators of possible" nuclear weapon development.

Western diplomats say they suspect Iran is cleaning the site to remove incriminating evidence, a charge Tehran dismisses.

Karim Sadjadpour of the Carnegie Endowment think-tank said Iran had felt no incentive to be transparent with the IAEA about past illicit or weapons-related activities out of fear that doing so would only further incriminate Tehran.

"For an agreement to be reached I think Iran would have to be offered, and would have to accept, a nuclear plea-bargain," Sadjadpour said.

The photo, released today (May 9), was taken by a European Southern Observatory telescope and shows 100,000 stars crowded together in Messier 55, a globular star cluster located roughly 17,000 light-years from Earth in the constellation Sagittarius (The Archer). It is one of about 160 globular clusters orbiting the outskirts of our Milky Way galaxy.

Scientists suspect the stars in globular clusters formed from single clouds of gas that condensed to make stars around the same time, around 10 billion years ago. That makes these stars some of the most ancient known. As such, they provide valuable archaeological evidence about what the universe was like not long after the Big Bang is thought to have given rise to it.

"As this formative period was just a few billion years after the Big Bang, nearly all of the gas on hand was the simplest, lightest and most common in the cosmos: hydrogen, along with some helium and much smaller amounts of heavier chemical elements such as oxygen and nitrogen," scientists with the European Southern Observatory wrote in a statement.

Astronomers estimate the universe is about 13.7 billion years old. In contrast, our own star, the sun, formed only 4.6 billion years ago, and is made of more complex, heavier elements that were around at this later epoch.

The new image was taken at the 4.1-metre Visible and Infrared Survey Telescope for Astronomy (VISTA) at the Paranal Observatory in Chile's Atacama desert.

The cluster Messier 55 (also known asNGC 6809) is easily visible through a small telescope, and stretches about two-thirds the width of the full moon across the sky. It was first observed in 1752 by French astronomer Nicolas Louis de Lacaille, and later added by another French astronomer, Charles Messier, into his famous catalog of bright objects.
